I wonder whether this will be a free opensource engine available for others. Why should you use mingw tools instead?
Are there plans? nothing to read about in the article.

the articles for the blueEngine are under construction. Most probably this will be provided to the public but not at current.
Although people are asking and we would do so there is still some work to do with it.

the blueEngine is not for public use. The engine was developed in order to release own games with a house-made engine.
